I went further down the rabbit hole to OECD's sources, which for Colombia is the Special Registry of Health Service Providers - REPS database, Ministry of Health and Social Protection. I didn't try to find that database because I don't care that much and my Spanish is mediocre, but based on the Google results I also saw, that 10899 number is definitely counting something different than what others are counting. Even the 3k-ish numbers seem to include clinics and ambulance services, not hospitals with inpatient care.
