This is a really poor choice of question, it doesn’t work in the format at all… I put Uruguay and was told it was incorrect, but they have the same number of wins as France and Argentina, which were correct answers. I was then told that I had put France and Argentina the wrong way round, when their number of wins is equal. How does this make any sense?
Similarly Italy and Germany have the same number of titles - how are you supposed to rank things in order (the point of the puzzle) when 4/5 answers are tied for their respective positions?
In case of ties timeline should decide. Therefore the correct order is Brazil (1958, 1962, 1970, 1994, 2002), Italy (1934, 1938, 1982, 2006), Germany (1954, 1974, 1990, 2014), Uruguay (1930, 1950), Argentina (1978, 1986), France (1998, 2018), England (1966), Spain (2010).
